Temporary Employment in Germany - Trends and Prospects

Berlin Lunchtime Meeting

SPEAKER: Professor Michael Burda

Date: 29 October 2003

Location: Max-Liebermann-Haus, Pariser Platz 7, 10117 Berlin

This talk surveys the economic significance, regulatory framework, and recent evolution of the temporary help service (THS) sector in Germany. It discusses the main economic functions of this sector in the labor market, reviews the most recent legal reforms concerning placement activity and their likely implications, and highlights major gaps in the literature on its operation in Germany. The THS sector is a remarkably dynamic segment of the German labor market; its modest size appears to be a product of supply rather than demand factors. Despite its growing importance in government labor market policy, further progress in understanding the THS sector in Germany remains hampered by the poor availability of current data from official sources.

Professor Michael Burda is Chairman Faculty of Business Adminstration and Economics at the Humboldt-Universität zu Berlin
