Resource Productivity, Environmental Tax Reform (ETR) and Sustainable Growth in Europe

Presentation given by Paul Ekins (photo) on 4 June at the British Embassy Berlin

Green taxes and environmental tax reform (ETR) are rising up the policy agenda as the pressure for reducing carbon emissions increases, the US re-engages in climate policy, and states seek new sources of revenue to reduce fiscal deficits.

Professor Paul Ekins explored how environmental tax reform (ETR) can contribute to human well-being. It will cover direct contributions through environmental improvement and the generation of employment and increased output. There are also indirect benefits from the stimulation of green innovation and new low carbon industries that will become increasingly important in world markets.

The presentation addressed several specific questions: What is the experience to date of ETR in Europe? What opportunities are presented by ETR in Europe? What might a large-scale ETR in Europe look like and what would be its implications for the rest of the world? What are the obstacles to ETR in Europe? What might be a way forward for ETR in Europe? How can single European countries like Germany seek to implement their own ETRs?
